Ji Hakdo (지학도) is the strategist of the Heavenly Dragon Association as well as the leader of the Wise Dragon Pavilion. He holds the title of Wise Dragon (Hangul:지룡, Hanja:知龍) of the The Five Dragons.
He is the first person of Murim that recognizes the value of Noh, hires him as a First Rate Warrior and provides a family welfare policy far above what an ordinary warrior would get for Noh's satisfaction.

Ji Hakdo is quite shrewd with his dealings with the Murim Alliance, and administrates high profile missions as required by the association. He also handles espionage and strategises war plans.
History[]

Ji Hakdo is the evaluator at the Heavenly Dragon Association when Noh Gajang comes for employment. When he understands Noh's skills are equal of a master in Murim, he hires him as a first rate warrior and provides an exceptionally great salary, with family welfare benefits that including a home and paying for a nanny for his kids. He doesn't hesitate even once and agrees to all requirements Noh has.
He assigns missions for Noh through the first-rate warrior captain Ham Dae Heung. Initially, Noh succeeds in all missions assigned to him, even the difficult missions which usually require a lot of manpower and the skill level of higher rated warriors. When Noh realises that due to his better performance, he will be sent for more missions and kept away from his family, Noh deliberately fails those missions which have minimal loss of life. Ji Hakdo was smart enough to understand that and reduces Noh's work load.
